This top is made from Simplicity 2646 using quilting cotton from Joann's and pale yellow grosgrain ribbon for the trim around the neckline.

I called this the "pleated peasant" top because there are pleats on this top everywhere!

Besides the obvious ones on the front of the top...

...the sleeves are pleated.

I also added two long pleats that go down the back of the dress to make it a little more fitted. I stitched the pleats down until a few inches from the bottom where they are open and add a little feminine detail.

Here is a closeup of the elastic neckline in the back. The sleeves also have elastic.
